Same mission, different data, and rules on what can be shared
Allies fight together and keep their data apart, and both halves of that sentence are non-negotiable. A coalition headquarters receives tracks, orders and reports in a dozen national formats and builds the common operating picture by hand, so the picture lags the fight. What a nation may share, with whom and at what level is a releasability rule, not a preference, and pooling raw national data into one system is not an option any nation will accept.
Exercises are where interoperability is actually tested, and where the evidence of what did not work is produced, in each nation's own logs, which each nation then takes home. The after-action review is written from memory weeks later and the lesson rarely reaches the next exercise. Underneath all of it, coalition networks are classified and disconnected: any AI that needs to reach an external service is excluded before the conversation starts.
And the Alliance is not only a warfighting structure. NATO is an enterprise of tens of thousands of people across a headquarters, two strategic commands, a set of agencies and centres of excellence spread over dozens of countries, and it runs on those same classified networks: procurement and contracting, personnel and postings, facilities and asset management, policy drafting and committee papers in two official languages, and a body of knowledge no one person can hold. That work has the same data problem as the operational picture, since the answer sits in several systems, in several nations, at several classifications, and it is where a platform earns its place between deployments.

Releasability decides everything — What a nation may share, with whom and at what level is a rule, not a preference. Pooling raw data is not an option.
Lessons that do not travel — Exercises produce the evidence of what did not interoperate, and each nation takes its logs home.
Networks that cannot connect — Coalition networks are classified and disconnected. Any AI that needs to phone home is excluded from the start.
An alliance is also an organisation — A headquarters, two strategic commands, agencies and centres of excellence across dozens of countries run procurement, personnel and policy work on the same classified networks.
Align, release, fuse, act
The platform aligns each nation's data to a shared ontology, aligned with standard data models where they exist for tracks, orders and reports, and mapped from national systems without changing them. A data space then applies each nation's releasability rules per layer and per partner, and logs every release. The common operating picture is fused from released layers on infrastructure the host nation controls, never from a pooled copy of national data.
On that picture, orchestrated agents retask collection and draft orders across domains and nations, each under an identity scoped to a nation and a system set, and every order passes a recorded human approval. After an exercise, the same model replays tracks, orders, messages and observer reports second by second, compares observed timings with the plan and records findings against the exact moment they happened, so the lesson is structured, tracked to the next exercise and comparable across them.

Interoperability without giving anything up
Interoperability on the platform does not ask any nation to give anything up. National data stays on national infrastructure; what crosses to the coalition is a released layer, not a copy of the source. The coalition platform runs on the host nation's infrastructure, under its accreditation, air-gapped for classified coalition networks, with open-weight models served locally and no external dependency of any kind.
It is the same platform a nation runs at home, from the national headquarters to the coalition cell, which is what keeps accreditation tractable: one stack, one governance model, one evidence set, and no gap between what was tested nationally and what runs in the coalition. Agents carry national-scoped identities, every action is attributed to a nation and a system, and the ISO 27001 control set and the audit log are produced by running the platform rather than assembled for the accreditor.
Each nation keeps its data — Data stays on national infrastructure. What crosses to the coalition is a released layer, not a copy of the source.

Data Quality:
The Alliance's Data Quality Framework (August 2025) puts a name to what "AI-ready" has to mean before an analytical tool can be trusted: seven measurable dimensions — accuracy, completeness, consistency, uniqueness, timeliness, validity and granularity — assessed with provenance and lineage, so fitness for a particular use can be argued rather than assumed.
Those are properties of a data platform, not of a model. Ontology-based entity resolution is how consistency and uniqueness stop being a reporting problem; continuous fusion is how timeliness survives contact with live feeds; data governance is where lineage, validity rules and classification live — and every fused value keeps a trace back to its originating source and timestamp. Data-Centric Security:
The Alliance is moving protection from the network to the data itself. Under STANAG 4774 a confidentiality label is expressed as machine-readable metadata, and under STANAG 4778 that label is cryptographically bound to the data it describes — so classification and national caveats travel with an object across domains, coalitions and clouds, and access is decided by policy against the label rather than by which network someone happens to be on.
That is the same principle this platform is built on: meaning and classification live with the data in the ontology, access is decided per request against policy and identity — including for AI agents — and every decision leaves an auditable record.
