DICTU — de ICT-dienstverlener van het ministerie van Economische Zaken — publiceerde dit toetsingsinstrument om overheden en publieke organisaties te helpen de soevereiniteit van hun clouddiensten objectief te beoordelen.

Het instrument kijkt naar vijf dimensies: juridische verankering (eigenaar en wetgeving), data & AI-controle (locatie en encryptie), technologische openheid (open standaarden en exit), operationele autonomie (EU-infrastructuur en beheer) en personeelssoevereiniteit (screening en capaciteit).
