Answering a policy question about, say, energy poverty needs data from tax, social security, housing and the energy regulator. Each ministry is the legal controller of its own data and cannot simply copy it into a shared warehouse.

National governments are federations of controllers. The tax administration, the social security institution and the housing agency each have a legal basis for their own data and none for the others', so the traditional answer, a central data warehouse, either never gets built or gets built without the data that matters.
The platform's data space model reverses the direction: each ministry keeps its data where it is and publishes governed data products, with the schema, quality and access policy described in a shared ontology. A cross-ministry question is expressed as a query over those products, executed under an authorisation that names the legal basis, the purpose and the retention period, and logged. Where the law only allows aggregate or pseudonymised results, that is enforced in the product, not in a guideline.
The result is a national analytics capability that respects the constitutional and GDPR reality of separate controllers, and that can be extended to regional governments and statistical offices on the same terms.
