A chemical fire in an industrial estate involves the fire service, the police cordon, ambulances, the gas and electricity network operators and the municipality. Each has data the others need immediately: what is stored in the building, where the gas main runs, which way the plume is going, which roads are closed.
The platform fuses those sources into one incident model, on a map, with the current position of every vehicle and the state of every action. Partner agencies see the same picture through a data space that releases each layer to the organisations entitled to it, so the utility sees the cordon and the fire service sees the isolation valves, without either handing over its whole system. Every update is timestamped, which turns the after-action review from a reconstruction into a replay.
Incident data mixes personal data, critical-infrastructure information and, on some incidents, material relevant to a criminal investigation. Keeping the fused picture on infrastructure the lead agency controls is what makes the sharing acceptable to every partner.
