The hardest part of a municipal question is rarely the question. It is that the answer depends on the current version of a local by-law, the resident's situation and the form they will need, and that the person asking may not speak the administrative language well.
The platform indexes the municipality's own regulations, decisions, procedures and forms, and the assistant answers from those sources only, with a citation to the article or decision behind every statement. It speaks the languages the community speaks, and when a question turns into a request, such as an appeal or a discretionary permit, it opens the case and hands it to the right department with the conversation attached.
Residents' questions reveal their address, family situation and sometimes health or financial circumstances. Running the assistant on the municipality's own infrastructure, rather than through a consumer AI service, keeps that data with the authority that is responsible for it, and produces the transparency record the EU AI Act asks for when an authority uses AI in citizen contact.
